These items are from Natural Pledge. Really cool mod, unfortunately the documentation can be a little confusing.
Shift-right clicking the Terra Focus cycles through the spells conferred by your priestly emblem. To actually use the spells, you need a source of mana in your inventory.
The Ephemeral Magic page should have info about the different spells, but relating to progression, you'll want to right-click dropped coal with the Terra Focus set to "Fire Cycle".
