Changelog:
- Small little release fixing forge's ModConfigEvent not being dispatched making all config changes require a restart
- Added a mods.toml dependency on zeta for quark that will always make sure it requires the version that'll work (up to the next major version so anything zeta 1.0-xx will work but 2.0-xx wont)
